Why are we moving to a digital parking permit system?

There are a number of benefits:

  • no more lost or damaged stickers
  • reduction in administrative overheads saving ratepayers money 
  • reduction in permit misuse 
  • no more plastic waste
  • once registration is complete, permit holders can easily manage their own circumstances using a secure online portal 
  • ratepayers can apply once and then not again for 3 years, unless vehicle or circumstances change (free Beach Parking Permits only). 

How can I check my eligibility for a permit?

Once you have registered in the digital parking vPermit system and your address has been verified, the permits you are eligible for will automatically appear. You can also visit the relevant web page for each permit type for details around eligibility.

What vehicles are eligible for a permit eg trailer, boat, caravan?

An eligible vehicle must not:

  • be a motor home (MH body type), truck, boat, bus, caravan, trailer (all) or tractor.

Motorcycles and scooters do not need a parking permit when parked legally in a dedicated motorcycle bay.

If a motorcycle or scooter is parked in a car parking bay in a beach and reserve paid carpark, it is required to have a valid Beach Permit. If the motorcycle or scooter is parked on the street it is required to have a valid permit for the scheme area (Manly only).

When does my new digital permit become valid?

The permit must be active and, where required, payment for permit successfully processed for the permit to be valid for use and to avoid infringement.

When does my permit expire?

You can check the expiry of your permit by logging in to your vPermit account. The permit duration starts from the application date for most permits, and you will receive an email reminder before your permit expires.

What happens if I move house – can I keep my permit?

Your permit is linked to your current residential address and vehicle details. If you move residence, including relocating within the Northern Beaches LGA, you will need to update your address details. Council may cancel any permits that are no longer eligible under the applicable permit criteria.

Free permits
To update your address for a free permit, your existing permit will first need to be cancelled. Once cancelled, you can apply for a new permit with your new residential address. Please contact Customer Service to request cancellation of your current permit.

Paid permits
To update your address for a paid permit, please contact Customer Service to request a transfer of your active permit from your current address to your new address. The expiry date of your existing permit will remain unchanged and will apply to your transferred permit.

Log in to your vPermit account at any time to check your valid permits. 

What can I do if I’ve reached the limit of licence plate changes allowed on my permit?

Apart from multi-use permits, a limited number of vehicle rego changes can be made online when a car is sold, stolen, or written off. 

Check the details of your permit for the maximum allowable. For example, you can make a maximum of 2 changes per year on paid Beach Parking Permits.   

Additional licence plate changes may be considered in extenuating circumstances only upon the review of supporting documentation i.e. proof of vehicle transfer or police report of stolen vehicle.

For paid permits, if the limit of allowed changes have been exhausted, you have the option to cancel your permit and apply for a new permit. 

Please note that permits are non-refundable, including when you cancel your permit.

Where can I find my rates notice Reference Number?

You can find your rates notice Reference Number on:

  • a rates notice you have previously received, on the right hand side under 'reference number' (the number does not change year to year)
  • a rates notice email you have previously received. Open the attachment and the reference number is on the right hand side
  • your BPAY rates payment, if you have set one up. The reference number is your rates notice reference number
  • your new rates notice sent to you after 15 July, 2026, by email or post depending on your settings.

How can I confirm if I have already applied / have a valid permit?

Log into your vPermit account and the home screen will list all your permits (current and expired).

Are my Driver Licence and other documents kept on file?

In procuring the digital parking permit system, privacy and data management was a key consideration for Council.

Driver Licence and other documentation is used to verify occupancy or residency at the nominated address. No Driver Licence or document images captured during the address verification process are stored - only key verification data points, such as name and address, are retained for a period of 14 days, after which they are automatically disposed. Any information temporarily stored during this period is encrypted and is hosted onshore in Australia and in adherence with legislative requirements. What if I am using a rental vehicle?

You can log into your vPermit account and change your licence plate details which will count towards your vehicle change limit. Note that there is a limited number of changes allowed on your permit.

Is my parking permit refundable?

Parking permits are non-refundable. 

Who is eligible for the concession rate?

For permits with concession pricing the following card types are accepted. The relevant concession entitlement must be provided at the time of application 

  • Holders of a Pensioner Concession Card (PCC) 
  • Holders of a gold card embossed with ‘TPI’ (Totally Permanently Incapacitated) 
  • Holders of a gold card embossed with ‘EDA’ (Extreme Disablement Adjustment) 
  • War widow or widower or wholly dependent partner entitled to the DVA income support supplement. 

How can I request a review of a parking fine?

Revenue NSW is responsible for the receipt and processing of penalty infringement notices (PIN). When a PIN has been issued, we are unable to cancel it. You can request a review of your PIN via the Revenue NSW website as they undertake this process on behalf of Council.

Is there an alternative to uploading my Driver Licence?

As an alternative to inputting your Driver Licence image you can:

  • opt for manual verification in the system and use another residency document such as an electricity or gas bill. This will need to be checked by a member of Council’s staff and may take up to 3 days - you will be notified of the review via email. 
  • attend a Customer Service Centre and have it sighted by a Customer Service officer.

When do physical Beach Parking Permits expire?

Physical stickers expire on 31 August 2026 and will be discontinued.  

Apply for your new digital Beach Parking Permit after 1 July and before 31 August to avoid a fine. 

Has anything changed in the move to digital permits? Am I still eligible?

The policy framework that governs the Beach Parking Permit system remains unchanged:

  • each rateable property is eligible for 2 Beach Parking Permits free of charge 
  • ratepayers who live at their property are also eligible to purchase up to 2 additional permits per property
  • residents (non-ratepayers) are eligible to purchase up to 2 Beach Parking Permits per property
  • where a ratepayer is a landlord, it is expected that at least one of their permits will be provided to their tenant. Tenants are encouraged to request it as part of their rental agreement. 

How long is my digital Beach Parking Permit valid?

Three years for free permits. Twelve months for paid permits.

What documents will I need to apply?

The vPermit system is set up to automatically verify applicant details and approve eligible permits immediately. Depending on their circumstances, applicants will need to have a valid email address, rates notice, car registration details and a NSW Driver Licence with matching address or other proof of address documents.

I rent my property – am I eligible for a free permit?

As a benefit of being a Northern Beaches Council ratepayer, each rateable property is eligible for 2 free Beach Parking Permits.   

Ratepayers who don’t live at their property are expected to provide at least one of their permits to their tenant. Tenants are encouraged to request a permit as part of their rental agreement. 

The ratepayer can add the tenant’s registration details into the vPermit system

Residents (non-ratepayers) are eligible to purchase up to 2 Beach Parking Permits per property each year. Proof of residence is required.

If I own a property how do I give my tenant a digital Beach Parking Permit?

You will need your tenant’s car registration number. You can then simply add this into your vPermit account as if it were your own car.

How often can I change the car registration details for a Beach Parking Permit?

A limited number of vehicle registration changes can be made online when a car is sold, stolen, or written off.

For free Beach Parking Permits, there is a maximum 6 allocated changes over the 3 years (an average 2 per year).

For annual paid Beach Parking Permits, you can change your vehicle registration a maximum of 2 times in a year

Do I need a Beach Parking Permit if I have a Mobility Parking Permit?

Vehicles displaying a valid mobility parking permit don’t need a Beach Parking Permit and are exempt from paying in beach and reserve paid parking areas.

This can either be a permit issued by Transport for NSW or a nationally recognised permit through the Australian Disability Parking Scheme (ADPS).

Do I need a Beach Parking Permit for a motorbike?

Motorbikes and scooters are required to hold a valid parking permit or pay for parking when visiting beach and reserve carparks, unless parked in a designated motorcycle bay.

I have a granny flat on my property, can I get additional permits?

Each rateable property is eligible for 2 free Beach Parking Permits. 

Ratepayers who live at their property are also eligible to purchase an additional 2 permits.

I'm a real estate agent who manages properties, what do I do?

To access and manage permits, the real estate agent will need to create an account in the vPermit system. 

Once the account has been established the real estate agent can enter the relevant rates notice Reference Number and the vehicle registration details that the permit will apply to.

As a real estate agent, you will have the ability to manage multiple permits under a single account by adding each ratepayer’s rates notice Reference Number and vehicle registration details. 

A limit applies to the number of vehicle registration changes that can be made when a person sells a vehicle or is has been stolen or written off.

No, you need to be a Northern Beaches ratepayer or resident to be eligible for a Beach Parking Permit. 

Manly Parking Permit Scheme

Do motorcycles and scooters need a Manly Residential Parking Permit?

Motorcycles and scooters do not need to display a parking permit when parked legally in a dedicated motorcycle bay. If the motorcycle or scooter is parked on the street, it is required to have a valid permit for that scheme area.

How does the Manly Multi-use Parking Permit work in the digital system?

Eligible applicants can apply for multi-use permits to provide parking options for visitors, tradespeople and carers. The permit allows up to 40 free 24-hour parking sessions annually. Additional sessions, capped per property, are $5/day and available from 1 July 2026 (as per Council's annual fees and charges).

I’m a tradesperson and working in the Manly Parking Permit Scheme area, can I get a parking permit?

You are required to be a resident of the scheme area to be eligible to apply for a Manly Residential Parking Permit. The person whose house you are working at can apply for a multi-use parking permit and register your number plate for a parking session.

How far in advance can I create a Manly Multi-use Parking Permit for a visitor, tradesperson or carer?

Up to 14 days in advance.

How do I know what scheme area I am in under the Manly Parking Permit Scheme?

Where can I use my Manly Parking Permit?

Permits are only valid in the relevant scheme area and in parking spaces signposted 'permit holders excepted'. They do not replace the Beach Parking Permit or paid parking requirements.

My Manly Parking Permit is not due to expire until later in the year and I need a replacement. What do I do?

Existing physical permit holders need to complete the Form ID 3046 – Manly Parking Permit replacement and email council@northernbeaches.nsw.gov.au to be issued with a replacement physical permit until your scheme area transitions to digital.
