A multi-use parking permit may be used for visitors, tradespeople and carers of a rateable residential property. 

The Manly Parking Permit Scheme Framework aims to improve parking for residents and other users in locations where there is insufficient off-street parking and where on-street parking is restricted.

Permit Scheme Areas

The Manly Parking Permit Scheme applies to the below listed areas:

  • Little Manly
  • Balgowlah
  • Ocean Beach
  • Ethel Street West
  • Fairy Bower
  • Tower Hill
  • Tower Hill Extension
  • Isthmus
  • Ivanhoe Park
  • Ivanhoe Park Extension

Manly Parking Permits are going digital from March 2026, starting with the following scheme areas:

  • Tower Hill and Tower Hill Extension
  • Ivanhoe Park and Ivanhoe Park Extension

The remaining scheme areas will transition to digital permits when the existing physical permits expire. Existing permit holders will be provided with further information in plenty of time before their permits expire.

Digital parking permits are linked to vehicle registrations, simplifying the application and renewal process.

How to apply

To access your multi-use parking permits, you will need to register for a vPermit account. Those eligible for the Multi-use permit will see a ‘MY MULTI USE PERMITS’ option at the top your screen when you log in.

Eligibility

To be eligible to apply for a multi-use parking permit, the applicant must:

  • reside permanently at the address within the existing Manly parking permit scheme area  
  • provide documentation to support a second place of residence application (where an owner resides part-time in the scheme area).

The vehicle must not:  

  • exceed 4.5 tonnes gross vehicle mass or greater than 7.5 metres in length  
  • be a motor home (MH body type), truck, boat, bus, caravan, trailer (all) or tractor. 

Number of permits

The multi-use parking permit allows up to 40 free 24-hour parking sessions annually, with additional sessions which are proposed to be $5/day from 2026/27 (subject to annual fees and charges process).

Documentation needed for application

All applicants must provide proof of residency and/or ownership by providing:  

  • Owner occupiers: A valid NSW driver licence (with current residential address) or other proof of residency; proof of ownership e.g. a current Council rates notice or property settlement statement
  • Resident non owners (tenants and boarding house residents): A valid NSW driver licence (with current residential address) or other proof of occupancy e.g. a current valid residential tenancy agreement or occupancy agreement. 

Validity

Multi-use parking permits are only valid:  

  • in the scheme area to which they are issued for on-street parking spaces signposted ‘permit holders excepted’  
  • for a maximum of 24 hours per session.

Permit holders are responsible for ensuring their vehicle licence plate is active on the digital parking permit account.

Please note:  

  • A multi-use parking permit does not guarantee a parking space within an existing Manly Parking Permit Scheme area.  
  • A multi-use parking permit does not provide exemptions from other parking restrictions or laws such as bus zones, loading zones, no stopping or no parking zones.  
  • The multi-use parking permit remains the property of Northern Beaches Council at all times and may be cancelled at any time and without notice if the permit is not used as intended.

Fees and charges

The first 40 parking sessions are free annually. Additional sessions are proposed to be available for purchase for $5/day from 2026/27 (subject to annual fees and charges process).

How to create a session

1. Select the ‘MY MULTI USE PERMITS’ option at the top of the screen.

2. Select the ‘New Multi Use Permit' button.

3. Populate the permit details in the 'Create Multi Use Permit' screen.

Select the required Multi Use type from the drop down menu. 

In the boxes provided enter your vehicle registration number, start date and time.

Note the session lasts for 24 hours and cannot be entered more than 7 days in advance. 

Click Next when you are done.

 

4. Final confirmation activation screen

Click the ‘Activate’ button. The Multi Use session can be cancelled or edited up until the start date and time.

5. Permit details are available on ‘My Multi Use Permits’ screen.

How to see how many sessions you have used

1. Select the ‘MY MULTI USE PERMITS’ tab at the top of the screen

2. Tick the ‘Show Archived’ check-box and then click the magnifying glass icon

3. The total number of rows displayed at the bottom of the screen is the number of Multi Use permits that have been used (in this example, 10 permits).

How to edit or cancel an existing Multi-use parking permit

1. Select the ‘MY MULTI USE PERMITS’ option at the top of the screen. Note permits can only be edited or cancelled before the nominated start date and time.

2. Select the 'Edit' or 'Delete' button on the permit requiring changes. If cancelling the booking, press the 'Delete' button and follow the prompts to save.

3. If editing, enter the required changes to start date, time, vehicle licence plate or comment – then click ‘Save’.
