Where your additional rates are going

This year we will receive an additional $16 million raised by the IPART approved Special Variation to rates to address the backlog of works.

The Special Variation funding will deliver:

  • $8 million for improvements to roads, footpaths and stormwater infrastructure  
  • $5 million to improve facilities, rockpools, playgrounds and grass mowing schedules
  • $3 million to expand tree maintenance and planting, compliance services, environmental and natural risk reduction programs and natural disaster management.

Track our progress as we deliver the works

The Special Variation to rates funding will progressively be collected, appearing on the rates notice from late July 2025. The tracker below will be updated quarterly as Special Variation projects are delivered and funds expended.   

Footpaths - special variation 2025

In 2025/26 the following footpath works will be funded by the Special Variation (weather permitting):

  • construct new footpath Terrigal Road between Myoora Road and Tiarri Avenue on the Southside  
  • construct new footpath Highview Avenue between Kenneth Road and Sunshine Street Eastside 340 metres  
  • construct new footpath Headland Road between Ozone Parade and Griffin Road Southside 300 metres  
  • construct new footpath Wyatt Avenue from Forest Way to Pedestrian Crossing at School Southside  
  • construct new footpath Bangaroo Street between Woodbine Street and Sayers Street western side 196 metres.  
  • construct new footpath Park Street - missing section western side between Wetherill Street and Clarke Street.  
  • construct new footpath Short section (55 metres) between footbridge and footpath network on Catalina Crescent
  • construct new footpath Westmoreland Avenue between School gate and no. 53  
  • construct new footpath The Avenue - missing sections western side between Collaroy Street and Jenkins Street.  
  • construct new footpath Cooleena Road between Merridong Road and Powderworks Road Northside 408 metres  
  • construct new footpath Arthur Street between Tor Road and McIntosh Road eastern side  
  • construct new footpath - 370m on Serpentine Crescent  
  • Coast Walk - Newport to The Serpentine
  • Sheep Station Hill Mona Vale – construction
  • Stage 1 Cycleway Blackbutts Rd (Breya St to Lockwood Ave) and Blackbutts Rd at Lionel Watts Reserve
  • Cycleway Stage 1 - Oliver Street Freshwater
  • New shared path to connect B-Line Bus stop to the new Warriewood Community Centre and Boondah Road 

 

In 2025/26 the following walking trail improvements (weather permitting) will be funded by the Special Variation: 

  • accessible upgrade to the South Curl CUrl beach precinct which involves the construction of a new clifftop boardwalk around the car park and an accessible ramp to connect the concourse to swimming club and new boardwalk
  • Griffith Park rebuild boardwalk and bridge
  • sections of Narrabeen Lagoon Multi-Use Trail - construction
  • Manly Dam - sections of trail renewal - construction
  • Coastwalk renewal along Newport Foreshore - construction \

Roadworks - Special Variation 2025

In 2025/26 the following operational uplift in road maintenance (weather permitting) will be funded by the Special Variation: 

  • approximately 1,770m2 of patch repairs and 25,000 lineal metres of preventative crack sealing on roads  
  • 6 retaining walls cleared of invasive vegetation to prevent root jacking  
  • increase maintenance of road, footpath and drainage on Scotland Island  
  • targeted road grading and shoulder maintenance of unsealed roads in Terrey Hills, Duffy’s Forest, Ingleside, Belrose and Oxford Falls  
  • increase maintenance of bridges including vegetation clearing, painting and repairs
  •  increased inspections of assets such as seawalls and retaining walls  

 

In 2025/26 the following road works (weather permitting) will be funded by the Special Variation:

  • McCarrs Creek Road erosion scour protection on bank, walkway and retaining wall - construction
  • Graylind Close - Jenkins Street Collaroy - slope repair - planning

  • upgrade to Akora Reserve  
  • Aquatic Reserve sportsfield rectification works - construction
  • Keirle Park lighting renewal - construction
  • Melwood Reserve - synthetic surface renewal - planning and design
  • renewal of hard and soft landscape works plus heritage preservation works (design) at Ivanhoe Park
  • commencement of design for improvements to Governor Phillip Reserve
  • detailed design for improvements to Cathering Park, Scotland Island
  • new outdoor gym at Dee Why Beach (in reserve behind Dee Why SLSC)
  • upgrade of Boondah Reserve to provide additional capacity  
  • construction of Warringah Recreation Centre Centre
  • construction of new bike park at Seaforth Oval

SV-Stormwater-NOTFINAL

In 2025/26 the following operational uplift to the natural risk reduction programs (weather permitting) will be funded by the Special Variation: 

  • increase hazard reduction measures across 38 fire trails and 303 Asset Protection Zones  
  • approximately 8,000 additional hours of bush regeneration and an increase in management of pest species  
  • creek rehabilitation works at Forestville Park and design works for Dee Why Creek  
  • improve management of geotechnical risks across the Northern Beaches  
  • prioritisation of actions in floodplain management plans  
  • improve management of Council’s contaminated sites  
  • accelerate actions in the Narrabeen Lagoon Entrance Management Strategy  
  • reduce the impact of erosion in our estuaries  
  • natural disaster funding to aid recovery and clean up following storms and other unexpected events. 

 

In 2025/26 the following operational uplift in stormwater works (weather permitting) will be funded by the Special Variation: 

  • approximately 7,000m of additional stormwater pipe inspected  
  • additional maintenance including clearing/ jetting of stormwater pipes to prevent blockages at flooding hot spots  
  • improved management of water quality from our stormwater network including enhanced maintenance of existing pollution traps and the use of better technology to reduce pollution into our network

  • Fuller Street/Linley Avenue drainage improvements - detailed design
  • planning and design of Queenscliff Outlet
  • Bolingbroke Parade Fairlight Boatshed - works to divert water away from the building
  • Whale Beach stormwater outlet upgrade  - planning & design

Mowing - Special Variation 2025

The following uplift in operations (weather permitting) will be funded by the Special Variation: 

  • up to 1,200 additional trees planted  
  • doubling the capacity for proactive tree maintenance  
  • increase mowing program from 10 to 11 cuts per year at over 800 sites. 
Rockpools - Special Variation 2025

In 2025/26 the following rockpool works (weather permitting) will be funded by the Special Variation: 

  • renewal works - Mona Vale rockpool
  • renewal works - Whale Beach Rockpool
  • renewal works - Bilgola Rockpool
  • operational increase in tidal pool inspections, maintenance and frequency of deep cleans

 

In 2025/26 the following community infrastructure improvements (weather permitting) will be funded by the Special Variation: 

  • completion of new community centre at Warriewood Valley
  • design and development application for Manly Life Saving Club  
  • North Steyne SLSC building upgrades - planning and design
  • North Narrabeen SLSC extensions and upgrades – construction
  • Warriewood SLSC - construction
  • warehouse repairs and electrical upgrade at Cromer Depot  
  • upgrade specialist equipment including audio at Glen Street Theatre  
  • Boondah Reserve amenities upgrade – female friendly renovations
  • Dunbar park upgrades, planning and design for the streets for shared spaces zone (Avalon Place Plan)
  • Dee Why Beach secure bike storage, adjacent to Dee Why SLSC public amenities
  • design for water access to foreshore at bottom of Shore Brace Road
  • Manly Andrew Boy Charlton Aquatic Centre energy efficient heat pump upgrade  
  • Whistler Street Carpark - structural works - design/construction
  • Bungan Lane - stair renewal
  • construction of new public amenities Freshwater Beach  
  • planning and design for new amenities at West Esplanade  
  • coastal protection works, access stairs and associated works at Stuart, Ramsay & Wetherill Streets
  • repair and resurfacing of Lakeside Park Club House carpark
  • renew section of subsided seawall across from 2137 - 2145 Pittwater Road - construction
  • renew section of subsided seawall on near 1714A Pittwater Road - construction
  • operational increase in carpark maintenance including surface sealing and repairs, line marking and grading and/or sealing on unsealed carparks  
  • operational increase in infrastructure maintenance of open space assets eg. fencing and signage  

 

In 2025/26 the following streetscape improvements (weather permitting) will be funded by the Special Variation: 

  • upgrade of shopping area at Church Point to complement planned renewal works - construction
  • commence design work for upgrade of Seaforth Shopping Centre
  • commence planning for upgrade to North Narrabeen Shopping Centre
  • planning and design of Market Lane upgrade
  • Thomas Stephens Reserve Church Point - construction
  • upgrades to East and West Esplanade lighting
