Operational uplift in road maintenance (weather permitting) 

• Extensive heavy patch road repairs were completed across 11 streets targeting recurring potholes. In total 5,700m2 of road was repaired 
• 65,000 lineal m of preventative crack sealing was completed across 77 streets. This will extend the life of the road pavement and reduce the likelihood of cracks developing into potholes. 
• Vegetation removal from 5 large Council retaining walls was completed. 
• Retaining wall maintenance works completed at the following locations to ensure walls are kept in good condition:

  • opposite No.21 Greycliffe Street, Queenscliff 
  • Prince Alfred Pde Newport
  • Cutler Road, Clontarf
  • Karloo Parade Newport

• Restoration of muddy road reserve at Monash Avenue, Great Mackerel Beach. A new permeable pathway solution installed that will be able to cater for future storm events and inundation from nearby creek.
• Embankment stabilisation works at 120-122 Thompson St, Scotland Island, drainage outlet works near No.1 Thompson St, Scotland Island were completed.
• Road shoulder and table drain works were completed in Belrose, Oxford Falls, Terrey Hills, Duffys Forest and Ingleside. The works involved removal of overgrown shoulders, reconstruction of eroded sections, clearing of natural table drains and headwalls to improve roadside drainage.

2025/26 operational enhancements to natural risk reduction and capital stormwater works fully or partly funded by the Special Variation (SV)

Operational uplift to the natural risk reduction programs (weather permitting) 

• Increase hazard reduction measures across fire trails and Asset Protection Zones - coordination and support for hazard reduction activities such as APZ and fire trail maintenance, planned burns and customer requests increasing Council’s capacity for bushfire risk mitigation was provided. Critical maintenance of fire trails on Pittwater’s western foreshores was also undertaken. 
• Approximately 8,000 additional hours of bush regeneration and an increase in management of pest species:
  • additional bushland maintenance works including weed removal and revegetation was undertaken across 7 bushland locations including McKay Reserve, Palm Beach Warriewood Headland, Warriewood Wetlands, Scotland Island, Wakehurst Parkway, Allenby Park, Allambie Heights and Fisher Bay on the Manly Scenic Walkway
  • additional bush regeneration works along Manly Creek and at Dee Why Lagoon and Griffith Park and along the Dee Why / Curl Curl Headland were completed, improving riparian native vegetation and habitat conditions
  • additional dune restoration works including planting and protection was undertaken at Palm Beach, Avalon, Mona Vale and Long Reef
  • priority weed management works were undertaken at 28 sites targeting highly invasive aquatic and terrestrial weeds and preventing further dispersal across the Northern Beaches LGA. 
• Creek rehabilitation works at Forestville Park and design works for Dee Why Creek - Creek rehabilitation works at Main Creek, Forestville were completed, improving creek bank stability and riparian vegetation. Additional surveys at Dee Why Creek were also undertaken to advance detailed rehabilitation work design and has also commenced detailed designs for the future Wheeler Creek rehabilitation works. 
• Improve management of geotechnical risks across the Northern Beaches - Council has employed a Geotechnical Engineer to strengthen its capacity to manage geotechnical risks, including those associated with slope stability, ground movement, and infrastructure foundations. The engineer is currently finalising a geotechnical risk management framework, which will enhance Council’s ability to effectively identify, assess, and manage geotechnical hazards into the future. 
• Prioritisation of actions in floodplain management plans - a risk-based framework is being developed to prioritise and deliver flood management actions which will enable coordinated, strategic investment that will strengthen community resilience and reduce long-term flood impacts across the Northern Beaches. A number of complementary initiatives were also delivered, including enhancements to flood prediction technologies and targeted flood investigations that will be used to inform future upgrades.
• Improve management of Council’s contaminated sites - Council has employed a Contaminated Land Specialist to strengthen its capacity to manage contaminated land sites, including former landfill areas. The specialist is currently finalising a contaminated land management framework, which will enhance Council’s ability to effectively manage associated environmental and public health risks into the future. 
• Accelerate actions in the Narrabeen Lagoon Entrance Management Strategy - dune stabilisation and revegetation works has improved the stability of Birdwood Dune, reducing sand migration into the lagoon and lowering flood risk. The installation of CCTV also enables Council staff to monitor entrance conditions during flood events, providing critical intelligence to emergency services.
• Reduce the impact of erosion in our estuaries - dune restoration works at Mackerel Beach including sand scraping and revegetation works were completed increasing the resilience of the dunes to ongoing coastal erosion processes. 
• Natural disaster resilience fund was established to aid recovery and clean up following storms and other unexpected events. 

Operational uplift in stormwater actions (weather permitting)

• Approximately 7,000m of additional stormwater pipe inspected  
  • Additional asset condition inspections were undertaken across the stormwater network to further enhance Council's condition data. This improves our prioritisation and programming of future renewal and upgrade works and also assists to identify where cleaning may be required.
  • Condition assessments in the Manly Corso precinct improved understanding of stormwater pit condition, supporting future renewal planning and risk management in high-use community areas.
  • The project identified and recorded 11 table drain assets across the Ingleside locality, providing accurate condition and location data to support targeted maintenance, improved drainage performance and reduced local flooding risks.
• Additional maintenance including clearing/ jetting of stormwater pipes to prevent blockages at flooding hot spots  
  • Proactive jetting works completed across multiple locations, in particular around low lying areas near Narrabeen Lagoon or known flooding locations reducing the likelihood of stormwater flooding.
  • Extensive natural table drain clearing works completed on roads in Ingleside including Manor Road, Waratah, and King Road. This is to assist with roadside drainage in these areas to reduce localised ponding and flooding impacts.
  • Pit maintenance works completed across 15 locations across the Northern Beaches. The works included grate or lintel replacements, and repairs to the stormwater pit (manhole) 
  • Drainage and channel clearing works completed at Ross St, Howell Close and Prince Alfred Pde in Newport to ensure the stormwater drainage system is functioning as expected.
• Improved management of water quality from our stormwater network including enhanced maintenance of existing pollution traps and the use of better technology to reduce pollution into our network 
  • Restoration and maintenance of a bioretention basin at Wellings Reserve improved stormwater treatment performance and supported healthier local waterways.
  • A review and assessment of available technologies on the market to install within GPT's to notify Council when cleaning/maintenance is required was undertaken and will inform rollout of devices on relevant GPT's in future years.

2025/26 uplift to tree and mowing operations, fully or partly funded by the Special Variation

Uplift in tree operations (weather permitting)

• An additional 147 mature trees and 80 tube stock were planted across in 6 reserves and 3 streets across 8 suburbs.
• Additional tree maintenance activities including formative pruning ,weed removal, ground cover planting, tree pruning and removal of dead trees occurred across 2 suburbs improving safety and visual amenity

Uplift in mowing operations (weather permitting)

• During peak growing season (January to April) the mowing schedule increased from once a month to approximately once every 3 weeks providing an improved level of service.

• Extensive road pavement repairs were completed on the car parks located at Kitchener Park, Mona Vale and Mackillop Park Reserve, Freshwater to address recurring pothole issues.
• Extensive regrading of unsealed car parks were completed at JJ Melbourne Car Park, Terrey Hills to remove depressions, ponding and recurring potholes. Further regrading works were undertaken to unsealed section of Aroona Road, Oxford Falls to address similar issues with potholes. 
• Operational increase in infrastructure maintenance of open space assets eg. fencing and signage  - additional maintenance of parks infrastructure including timber furniture oiling, heritage Arris rails and fencing barriers within Manly and Balgowlah were completed.
