A development is State Significant Development (SSD) if:
- it is over a specific size
- it is in an environmentally sensitive area
- it will exceed certain project cost thresholds or
- it has been declared state significant development by the Minister.

SSD applications are assessed by the State Government’s Department of Planning, Housing and Infrastructure.
Where to find State Significant Developments (SSDs) and how to make a submission
SSDs in the Northern Beaches are listed on the State Government’s Major projects web page.
To find SSDs in the Northern Beaches Local Government Area, use the 'Local Council Area' filter, use the drop down arrow and select ‘Northern Beaches' from the list, then click 'Apply filters'.
SSDs will be listed, with their address, a brief description and their current status. Select an application to see any published documents associated with the application. Generally, SSDs will be allocated a State Government Planner, and their name and contact details will be provided in each application’s project details.
The community are afforded an opportunity to provide comments on SSD applications at the public exhibition stage.
Submissions on State Significant Development applications must be made online through the NSW Planning Portal. Council cannot accept or lodge submissions on your behalf.

Housing Delivery Authority
The NSW Government established the Housing Delivery Authority (HDA) to accelerate the delivery of new housing.
- Expressions of interest (EOI) lodged: Applicant submits an expression of interest online outlining the proposal and addressing the HDA criteria
- Department reviews: Department of Planning, Housing and Infrastructure reviews EOI and prepares a briefing to support the HDA’s evaluation
- HDA evaluates: HDA evaluates EOI against relevant criteria and provides advice and recommends to Minister projects that could be declared as state significant development
- Minister declares: Minister reviews HDA advice and declares proposals as state significant development.
