Northern Beaches Council is proposing amendments to the Manly Local Environmental Plan 2013, paving the way for an 18-month trial of a Special Entertainment Precinct (SEP) in Manly as part of the NSW Government’s Vibrancy Reforms.
Mayor Sue Heins welcomed the next step for the planned trial saying, “Manly has always been a destination and these amendments are a crucial step in helping to reinvigorate Manly’s night-time economy, boost jobs and showcase the area as a vibrant, creative hub for both locals and visitors.
The 18-month SEP trial is scheduled to commence in Spring 2026 following finalisation of the amendments and will operate under a Precinct Management Plan (PMP), which sets clear sound criteria and maximum trading hours as well as a straightforward complaints process for any community concerns. Additionally, Council will continue to engage with the Precinct Working Group and other stakeholders.
“The Council’s planning proposal amendments will mean that businesses will be able to host live music and entertainment more easily while balancing impacts on nearby residents.
“By working closely with local businesses, residents and creative industries, we can strike the right balance between vibrancy and community wellbeing.
