Public notice is given that Northern Beaches Council, at its meeting held on 19 August 2025, resolved to adopt amendments to the Manly Development Control Plan (DCP) 2013, Warringah Development Control Plan 2011 and Pittwater 21 Development Control Plan. This resolution constitutes formal approval of the development control plan amendments in accordance with Clause 14 of the Environmental Planning and Assessment Regulation 2021.
These amendments introduce new controls for low and mid-rise housing in response to recent changes to the State Environmental Planning Policy (Housing) 2021 (Housing SEPP). Specifically, the amendments include the insertion of:
- Clause 5.7 – Low and Mid-Rise Housing Areas into the Manly Development Control Plan 2013
- Part G10 – Low and Mid-Rise Housing Areas into the Warringah Development Control Plan 2011
- Section C7 – Design Criteria for Low and Mid-Rise Housing Areas into the Pittwater 21 Development Control Plan
The new controls provide clearer guidance for development types such as dual occupancies, multi-dwelling housing, and residential flat buildings in areas where these were previously prohibited. They apply to land zoned residential that is directly affected by Chapter 6 of the Housing SEPP. The amendments introduce specific requirements relating to site layout, building setbacks, design, tree planting and deep soil areas, vehicle access and parking, electric vehicle charging infrastructure and tailored requirements for Heritage Conservation Areas in Manly.

The DCP amendments come into effect on 15 September 2025.
