Northern Beaches Council intends to grant a licence to Ku-Ring-Gai Meals on Wheels Service (ABN 39 071 968 084) for the use of part of the premises known as the Manly Seniors Centre, located at 275 Pittwater Road, Manly, NSW, 2095.
In accordance with the Local Government Act 1993 section 47A Council is required to give public notice of its proposal to licence part of the building known as Manly Senior’s Centre, 275 Pittwater Road, Manly, 2095, part of Lot 1 DP535058 and part of Lot 1 DP1079502.
The proposed licence is for the purpose of operating a Meals on Wheels service, which will support senior members of the Northern Beaches community.

Why are we granting this licence to Ku-Ring-Gai Meals on Wheels Service (The Village Chef)
Northern Beaches Council has resolved to transition operations of the Meals on Wheels service to Ku Ring Gai Meals on Wheels Service trading as The Village Chef (The Village Chef) from 1 July 2025.
Meals on Wheels service delivery is funded through the Federal Government Commonwealth Home Support Program (CHSP). Council has been operating the service in the Manly ward area and adjacent suburbs while The Village Chef operates from Mona Vale delivering to the remainder of the Northern Beaches Council area.
The Federal Government Department of Health and Aged Care has given approval for the transition to occur and will be supporting Council and The Village Chef to complete a successful transition, ensuring a seamless experience for clients, volunteers and staff.
A component of that successful transition is the continued operation of the service from the current location in Manly Seniors Centre to provide consistency for clients and volunteers.
Which part of the building will The Village Chef, occupy?
The Village Chef will have exclusive use of the kitchen area and adjacent kitchenette of the property and have shared use of the bathrooms. The four dedicated parking spaces (9am – 1:30pm) in the carpark will be retained for use by The Village Chef.
What will the space be used for?
The space will be used for preparing, storing, and distributing meals for seniors within the Northern Beaches Community. The Village Chef will also continue to operate the weekly Community Lunches from the Manly Seniors Centre.
How long will the licence be for?
The licence will be for a term of 5 years.
Will Council still be involved in the delivery of the Meals on Wheels service?
All Federal Government CHSP grant funding and ongoing responsibility for service delivery will transition to The Village Chef from 1 July 2025 meaning Council will no longer play a role in future service delivery.
What happens if The Village Chef stops delivering the Meals on Wheels service?
This licence is contingent on The Village Chef delivering meals on wheels services to the Northern Beaches Community. If that service delivery ceases, the licence will be terminated.
Were any other uses for the space considered?
The space identified in this licence has always been used for delivery of meals on wheels. The service post transition will be continuing under the responsibility of The Village Chef. As this space was designed for this purpose, no other usage was considered.
When will the community licence begin?
The licence will commence on 1 July 2025.
