Northern Beaches Council will submit a planning proposal to the NSW Government seeking endorsement to exhibit new affordable housing contributions for developments across the area and update the existing contribution rate in the Frenchs Forest precinct. 

 Council’s proposal includes a 3% affordable housing contribution rate for most new residential developments within 9 town centres affected by the NSW Government’s Low and Mid Rise Housing Reforms, and a 2% rate for higher density residential developments elsewhere in the Northern Beaches.

Following a new comprehensive economic feasibility analysis, the contribution rate for the Frenchs Forest precinct will also be adjusted from 10% to 3% to support ongoing development activity, maintain housing supply and still deliver meaningful affordable housing outcomes.  

There will be no change to the requirement that the future Frenchs Forest town centre site owned by NSW Government provide 15% of new housing as affordable housing.

 Northern Beaches Mayor Sue Heins said this initiative would assist with the pressing concern of housing affordability for many in the Northern Beaches.

 “Council is taking proactive steps to create opportunities for more residents to access secure, affordable accommodation close to jobs, schools, and family and adjust existing affordable housing contributions to reflect current realities.”  

 “We know that affordable housing is a cornerstone of a vibrant, diverse, and connected community and Council has been investigating a number of opportunities. These changes are designed to increase the supply of affordable rental homes for very low, low, and medium income households, helping more local families, key workers, and individuals find housing within their means now and into the future.” Mayor Heins said. 

 Subject to NSW Government endorsement, Council will exhibit the proposed amendments for public comment in early 2026. Outcomes from the public exhibition a will be reported back to Council, with the final amendments expected to be adopted later in 2026.  

 Background 

The Northern Beaches Council Affordable Housing Contribution Scheme, endorsed in 2022, currently applies to areas undergoing “up-zoning”, such as Frenchs Forest. The NSW Government’s recent Low and Mid Rise Housing Reforms, have enabled considerable new residential development in nine town centres in the Northern Beaches without any requirement to contribute to affordable housing. 

 Recognising the ongoing need for diverse and attainable housing, Council resolved in June 2024 to explore a flat rate affordable housing contribution for developments outside the current scheme. This planning proposal is the product of detailed economic analysis and community consideration, aiming to create a fairer and more sustainable housing future for all.
