Brookvale is a suburb in the Northern Beaches region of Sydney, approximately 16km northeast of the Sydney Central Business District (CBD). Brookvale is a key strategic centre within the Northern Beaches and is the largest employment hub and most accessible centre on the Northern Beaches. Known for its significant concentration of industrial land (86 hectares), it supports diverse local jobs and services. Recently, Brookvale has gained recognition for its growing micro-brewery industry, emerging arts scene, and innovative small businesses. The precinct is well-connected to the Sydney CBD via a major road network and high-frequency B-line bus services.

Background

The Brookvale Structure Plan was initiated in 2015 by the former Warringah Council (now Northern Beaches Council) to address growing community and media interest on the potential for Brookvale. It has undergone extensive community consultation with two iterations of the draft document to reflect feedback and evolving economic circumstances. On 28 November 2023, Council adopted the final Brookvale Structure Plan, proposing the delivery of 1,350 new dwellings and 900 jobs over the next 15 years.

Brookvale Precinct Planning Proposal

Since the Brookvale Structure Plan was adopted in 2023, changing housing priorities, market conditions and development costs have led to a review of the plan. Updated studies have identified opportunities to increase housing capacity while ensuring infrastructure and services keep pace with growth.

Council’s Planning Proposal establishes a framework for around 2,900 new homes, jobs, parks, community facilities, transport improvements and affordable housing over the next 15 years. 

Key elements of the plan include:

  • approximately 2,900 new homes to be delivered across the precinct by 2041, delivering more diverse and affordable housing options for the area
  • retention and growth of employment lands with approximately 49,500sqm of new employment floor space and protections for industrial, creative and business uses
  • over 1 hectare of new open spaces comprising 3 x areas, including: 5,000sqm town square, 3,200sqm in the northern part of the precinct and converting Winbourne Road Car Park into a 2,600sqm park with replacement parking underground
  • two new community facilities, including 2,650sqm in the town square and 1,000sqm in the northern part of the precinct
  • affordable housing for key workers
  • building heights increased in selected locations, up to 25 storeys for some sites where public benefits are provided
  • road and transport improvements, including new local road connections, pedestrian laneways, footpath widening, cycling infrastructure upgrades and more advocacy for B-line bus services
  • new street tree planting and improvements to the public domain.

A Development Control Plan and Contributions Plan are also being prepared to support the Planning Proposal. These documents will provide detailed guidance for future development and infrastructure delivery and will be reported to a separate Council meeting for consideration.
 

Latest update

Council is seeking approval from the Department of Planning, Housing and Infrastructure on the Planning Proposal. Once approved, Council will ask for feedback from stakeholders and the community. This information will then be presented to a future Council meeting for a determination on the next steps.

A Development Control Plan and Contributions Plan are also being prepared to support the Planning Proposal. These documents will provide detailed guidance for future development and infrastructure delivery and will be reported to a separate Council meeting for consideration.

The Warringah Mall Mixed Use Redevelopment State Significant Development application was issued by NSW Government Department of Planning Housing Delivery Authority in March 2025. Planning for this site (including rezoning and development application) is progressing via a separate State Significant Development (SSD) process by the NSW Government. Details of the Warringah Mall SSD proposal and its progress can be found on the NSW State Government’s Planning Portal. General information regarding SSDs can be found on Council’s website.

A Probity Plan is in place for appropriate sharing of technical information between Council and the proponents of the Warringah Mall site SSD to facilitate a cooperative approach to planning for the Brookvale Precinct.
