Ray Brownlee is a highly regarded chief executive and local government professional in New South Wales, with over 30 years’ industry experience. He holds a Bachelor of Civil Engineering (Hons); a Master of Business Administration and is a graduate of the Australian Company Directors Course.

In 2015, in recognition of Ray’s extensive achievements in the fields of executive leadership and engineering, Ray was awarded the Public Service Medal for outstanding public service in New South Wales by the Office of the Governor General of Australia.

As the CEO of the Northern Beaches Council Ray leads an inspired and diverse workforce of 1800 employees. This large, complex coastal and urban Council is responsible for the management of $5.25 billion in community assets with a strong sustainable financial outlook and $124m million in capital projects in 2021/22.Under Ray’s leadership Council is on target to achieve more than double the State Government’s $76.3 million amalgamation savings.

At the heart of Ray’s approach to leadership is his passion for customer service, open and transparent dealings with the community and accountability at all levels. During his time at Northern Beaches Council, he has established and supported development programs for staff at all levels to instil these same values.

This has seen Council recognised as an industry leader with more than 50 awards for the provision of services, programs and facilities to the community in 2021/21 including the prestigious Local Government Management Challenge awards at both the state and national levels.

His ongoing commitment to environmental sustainability has also seen the Council achieve corporate emission reductions of ~80%, well ahead of schedule.

Amongst running Council’s operational business and liaising with the community Ray has worked closely with the elected body to steer Council through numerous emergency situations including storms, floods, bushfire and the most recent pandemic. This has resulted in Council being recognised for innovative delivery of services during numerous COVID-19 lockdowns and support for community and local businesses in recovery.
